City of York Refuse Service Customers. Effective January 1, 2025, The York Water Company will no longer manage billing for the City of York refuse customers. Payments will be accepted for 2024 invoices only until January 31, 2025. Beginning February 1, 2025, all York City refuse payments must be directed to the York City Public Works Department.
